EU基本権憲章の平等条項になんで性自認がふくまれていないの？

 sexual orientation とsexual identity に基づく差別を禁止しているところもおおいが、 

 European Commission

  Legal basis Article 21 of the EU Charter of Fundamental Rights explicitly prohibits discrimination based on sexual orientation 

 Article 19 of the Treaty on the Functioning of the European Union allows for taking action to combat this type of discrimination

EUでは、 sexual identity は含まれていない・・・・・ようだが・・・・どういうこと？

Article 21 - Non-discrimination

1. Any discrimination based on any ground such as sex, race, colour, ethnic or social origin, genetic features, language, religion or belief, political or any other opinion, membership of a national minority, property, birth, disability, age or sexual orientation shall be prohibited.

2. Within the scope of application of the Treaties and without prejudice to any of their specific provisions, any discrimination on grounds of nationality shall be prohibited.

もちろん、SEX性別に性自認よる性別を含むという解釈もできるのかもしれないが、他の国の平等条項にはsexual identity と明記されているからなあ・

カナダの場合２０１７年に平等条項のなかに、Sexual identity が付加されているわけだね。

受容、反差別という意味では、女性→同性愛者→性同一性転換者の順で、五輪憲章、EU憲章はまだ性同一性転換者を平等条項に含めていない、というのが実情じゃないの？
