また、イギリスの有力紙「ガーディアン」は「日本政府は罰金や罰則を伴う法的権限を有さない代わりに自粛を求め、拒否する事業者の名前を公表する見せしめ行為に効果があると期待している」と伝えています

。
「名前を公表する見せしめ行為」？
うーん。

Japan’s government does not have the legal authority to enforce a France-style lockdown with fines and other penalties. Instead, officials are hoping that jishuku – or self-restraint – and threats to name and shame businesses that refuse to close will ensure compliance

自粛ってself-restraint　なんですね。

「（規則違反したものを）公表する」「名指して非難する」ということだね。
